  • The introduction of five new vaccines in 2015 indicates that immunization is a high priority for the Ministry of Health. However, low health spending and reliance on WHO and UNICEF capacity poses a major risk to the delivery of immunization services and new vaccine introductions.
  • A number of reforms are currently underway with an aim to address deviations in budget composition and allocation, delayed disbursement of funds to both central and subnational levels, and immature accountability mechanisms.
  • Timor-Leste’s immunization program is stronger than other parts of the health sector but is not yet achieving the coverage rates of countries with equivalent economies.
